The Children's Online Privacy Protection Act (COPPA) of 1998 is a United States federal law.
COPPA imposes requirements on websites directed to children under 13 years of age, and on websites that have actual knowledge that they are collecting personal information for a child under 13.
Generally, if information is being collected from children under 13, website administrators must seek parental consent.
Websites without actual knowledge of children under 13 providing personal information should at a minimum require that users need to be 18 or older (or 13 or older) and have parental consent.
